Introduction
RCT Arts & Cultural Service is pleased to announce the return of its groundbreaking Artist in Service programme.
Designed in consultation with The Experience Business as part of the Designing Public Value with Purpose programme, this role provides the opportunity for a local artist to develop their creative practice through engagement with communities in RCT.
Importantly, we do not expect this activity to result in the production of an original artistic work. Likewise, we’re not interested in a series of participatory workshops. Instead, we’re looking for someone curious about the mutual benefits arising from the exchange between artist and residents.
This second round (2025-26) builds on the success of Harriet Fleuriot and Rhys Slade-Jones, inaugural Artists in Service who were appointed in October 2024 and served until May 2025.
As a result of their work, we have a better understanding of what the role is and its potential future development. That said, the fundamentals of the programme remain unchanged:
- An open-ended contract with no requirement for ‘product’
- A genuine commitment to engaging with the people and places of RCT
- Alignment with the vision and values of RCT Arts Service (see below)
- Belief in your own artistic process
As with the previous round this opportunity is available only to artists based in RCT or those with a proven relationship to the area. We know this policy excludes many artists and we appreciate how frustrating that can be. However, as a local authority arts service we have a direct responsibility to our own residents and that will remain a priority.
Our definition of ‘Artist’ is broad, and we are open to hearing from those working in any discipline or field, and at any level of experience.
Findings from the pilot (2024-25) suggest some key areas that future rounds might additionally explore. These include:
- Support for the local touring network across RCT. Consulting with venues on their artistic goals, improving access and strengthening communication across the sector.
- Advising on, and advocating for, the development of original Welsh-language work.
- Deepening the connection between the local authority and the communities we serve.
That said, the process itself is non-prescriptive and remains responsive to the needs and interests of the appointed artist.

An online event will be held on 22/08/2025 at 1200 for anyone interested in learning more about the programme. This will include a presentation on the role and a Q&A with previous incumbents.

Contract Details
Fee: £15,000
Materials budget: £3,000
Dates: 1st October 2025 – 30th June 2026 (9 months)
Contract type: Freelance
Location: The position will be based at an RCT Theatres venue or similar local authority building or community venue to be mutually agreed with the artist.
Transport: The artist is expected to have a base in RCT and access to their own transport or use of public transport.
